When vehicle location and movement is critical only a

consumer grade GPS units provide GPS information but also
have significant drift that results in vehicle movement
being falsely reported.

As the GPS Antenna loses and re-acquires communication with the GPS satellites the GPS mapping program below captures the location the GPS antenna records. As you can see many of the lower Quality GPS antennas wander around a 50 foot area. Several times during this test the GPS's that wandered recorded incorrect speeds of over 10 MPH.
